Safest place in Gotham?

When Harvey is trying to get Rachel to a safe place she says she should go to Bruces's and that it's the last safe place in Gotham. But that was just attacked by the Joker? Was she just trying to make a excuse to get back there?

100 just trying to get back there. Harvey was a seasoned lawyer, how did he not pick up on that?
